What Is ICE and Why Does This Matter to Everyone
ICE stands for U.S. Immigration and Customs Enforcement. It is a federal agency under the Department of Homeland Security. Its original job was immigration enforcement. What it has become, according to a two-year investigation by Georgetown Law's Center on Privacy and Technology, is something closer to a domestic surveillance network.
This matters whether you are a citizen, a permanent resident, or an undocumented person. The databases ICE uses do not sort people by legal status before collecting your data. Your license plate, your gas bill, your social media activity, your phone location are collected first and sorted later.
The Three Data Pipelines
1. License Plate Readers
Every time you drive past a scanner on a highway, in a parking lot, or through a toll booth, your plate is logged. The timestamp and location go into a database. Vigilant Solutions (now owned by Motorola) operates one of the largest of these networks. Their system contains over 5 billion plate scans nationwide, with roughly 150 to 200 million new scans added every month.
ICE signed a contract with Thomson Reuters in 2018 to access this data through a platform called CLEAR. Federal procurement records show ICE paid nearly $5 million for access described as "license plate reader data to enhance investigations for potential arrest, seizure, and forfeiture." No search warrant was required.

2. Utility Records
When you connect your home to gas, electricity, phone, or internet, you provide your name, address, and billing information to a utility company. That data flows into commercial data broker networks. Georgetown Law found that ICE obtained the addresses of 74 percent of American adults this way. No judge signed off on it. No notification was sent to the individuals involved.
3. Bank Records and Social Media
In most states, your financial transactions and social media activity are accessible to federal agencies through third-party data brokers without a subpoena. ICE spent an estimated $2.8 billion on these contracts between 2008 and 2021, according to Georgetown Law's review of hundreds of FOIA requests and federal procurement records.
287(g): When Local Police Become Federal Immigration Agents
What this means: if a local officer in a participating jurisdiction stops you, they have authority to begin an immigration inquiry. A traffic stop can become a federal matter. Your county sheriff and your immigration status are now connected.

Two Types of Warrants. One Critical Difference.
The Fourth Amendment requires a judicial warrant : signed by a judge, based on probable cause : to enter your home. An administrative ICE warrant is not that document.

How to tell the difference:

What You Can Do Right Now
Check if your county has a 287(g) agreement: ice.gov/identify-and-arrest/287g
Know the difference between an administrative warrant and a judicial warrant before you need to.
Opt out of data broker sales where your state allows it. California, Virginia, and Colorado have opt-out laws currently in effect.
If you are detained: you have the right to remain silent and the right to speak with an attorney. Exercise both. Say nothing until legal counsel is present.

287(g): Cuando Su Policia Local Se Convierte en Agente Federal
A marzo de 2026, hay 1,497 acuerdos activos en 39 estados (ice.gov/identify-and-arrest/287g). Una parada de transito puede convertirse en una consulta migratoria. El oficial no necesita una orden federal para iniciar el proceso.
